Primorje-Gorski Kotar County is a county in western Croatia. The county seat is Rijeka. The county includes the Bay of Kvarner, the surrounding Northern Croatian Littoral, and the mountainous region of Gorski kotar. It also has the islands Krk, Cres, Lošinj and Rab.
County assembly ( županijska skupština) is a representative and deliberative body in each county. Assembly members are elected for a four-year term by popular vote ( proportional system with closed lists and d'Hondt method) in local elections. [7]
